Subject: FN0011-Aboriginal Fisheries Strategy - Allocation Transfer Program

The Allocation Transfer Program (ATP) presently facilitates the voluntary retirement of commercial licences and the issuance of these licences to eligible Aboriginal Organizations in a manner that does not add to the existing effort on the resource. In some instances, vessels are also purchased under the ATP Program.

All applications are reviewed by a Licence Retirement Selection Committee composed of representatives of Aboriginal communities and commercial fishing interests. The Committee will advise the Department on which licence eligibilities offered to retire are fair market value. The next Licence Retirement Selection Committee meeting will be held on January 27, 2005.
